Community Development Institute (CDI), a private, nonprofit corporation with headquarters in Denver, Colorado, is engaged in organizational development, leadership development, and training/technical assistance. CDI is the Head Start National Interim Management Contractor (NIM) for the Federal Office of Head Start. The NIM contract assumes responsibility for local Head Start and Early Head Start programs when that community's current grantee's responsibility for the program ceases.
The Site Manager oversees assigned National Interim Management (NIM) Head Start and/or Early Head Start programs to ensure continuity of services when a grantee can no longer operate the program. The Site Manager supports program stabilization, compliance with Head Start Program Performance Standards, and successful transition to a replacement grantee. This position supervises the CDI Program Director, who is responsible for local program operations. The Site Manager may oversee multiple programs and support program startup, operations, transition management, and close-out activities.
Program Management and Leadership
- Support design and implementation of program operations for newly assigned sites.
- Assess program operations, including facilities, staffing, transportation, and service delivery.
- Ensure compliance with Head Start Program Performance Standards and applicable regulations.
- Supervise and mentor the local Program Director and management team.
- Conduct monitoring activities, including site visits and program performance reviews.
Transition Management
- Lead transition activities for assigned programs during interim management periods.
- Conduct initial assessments and develop transition plans.
- Coordinate with replacement grantees and the Office of Head Start Regional Offices.
- Identify program challenges and support corrective actions to ensure continuity of services.
Human Resource Management
- Recruit, hire, and separate staff in collaboration with CDI leadership.
- Set goals and evaluate the performance of the Program Director.
- Ensure staff training on program policies, procedures, and performance standards.
Fiscal Management
- Collaborate with CDI leadership and budget specialists to develop and manage program budgets.
- Monitor financial reports and program expenditures.
- Ensure fiscal accountability, including procurement and inventory oversight.
Community Relations
- Maintain relationships with community partners, vendors, Policy Council members, and stakeholders.
- Support development and training of Policy Councils and shared governance structures.
- Maintain communication with Head Start Regional Offices and federal partners.
Internal Communication and Reporting
- Maintain regular communication with CDI leadership regarding program status.
- Prepare reports and documentation required by CDI leadership and the Office of Head Start.
- Ensure compliance with federal reporting and incident notification requirements.
Education and Experience Requirements:
- A minimum of a bachelor’s degree (Master’s preferred) in a related field such as Education (Early Childhood Education, Special Education, Elementary Education), Human Services, Psychology, Public Health, Social Work, Family Services, or Business Administration.
- A minimum of eight years of management experience required (ten years preferred), including experience in project management, staff supervision, fiscal/budget oversight, and implementation of comprehensive management systems in early childhood programs.
- A minimum of three years of experience required (five years preferred) as a Head Start/Early Head Start program director/associate/assistant director.
- Preferred: Bilingual (English/Spanish)

Compensation: The annual salary for this position is $90,000.00
