Stabilizing Head Start Programs Nationwide
CDI serves as the interim manager for Head Start and Early Head Start programs when a provider can no longer operate. Appointed by the Office of Head Start (OHS), CDI provides temporary leadership and oversight until a new grant recipient is selected. CDI does not become the permanent grant recipient.
Since 2000, CDI has served 275+ communities nationwide with rapid response, stability, and accountability. Our approach to interim management is centered on children, families, staff, and communities. Our role is to reduce disruptions for families and staff and help communities move forward. We bring national experience and build on local strength.
What We Do
Rapid Startup
CDI can begin interim management services within 48 hours of notification having on the ground presence to provide reassurance and stability for the community in times of uncertainty.
Continuity of Services
As the assigned interim manager, CDI’s role is to reduce disruptions for families and staff and help communities move forward. We bring national experience and build on local strength.
Large‑Scale Workforce Leadership
Over time, CDI has employed and trained more than 33,000 Head Start staff, modeling high‑performance, strength‑based management practices.
Federal Investment Protection
Since 2012, CDI has safeguarded more than $195 million in federal interest property, protecting public resources while maintaining services for children.
Orderly Transitions
CDI collaborates closely with the Office of Head Start, Regional Offices, prior grantees, and replacement grantees to support smooth program transitions and long‑term sustainability.
